Adams figures he can buck the trend of superintendent turnover.
'I am absolutely focused on one thing student achievement,' Adams said.
Academic accountability is the new national mantra in public education, and low-performing districts are placing high salaries and higher demands on their superintendents who find themselves caught between factions of publicly elected school boards, teachers' unions and parent groups.
'I consider that to be the toughest job in America,' said Dan Domenech, executive director of the Arlington, Va.-based American Association of School Administrators.
The school board in Kansas City has gained a reputation for micromanaging the district and end-running its own superintendent even as test scores languish year after year.
One school board member abruptly quit this past week, and in a resignation letter scolded her colleagues for not doing enough to address the district's accreditation problems and their 'continued demonstrations of micromanagement and defensive posturing.'
'This is clearly not a board that is interested in reforming its practices to achieve strong educational outcomes for our students,' said board member Ingrid Burnett, 'and I can no longer justify my involvement to myself or to my constituents.'
Even superintendents with strong track records aren't safe. Rudy Crew, honored by his peers for improving schools in Florida's Miami-Dade County, was effectively fired by his board this month when the remainder of his contract was bought out.

DALLAS The Texas education chief has threatened to step in if the Dallas school district can't quickly resolve a shocking $84 million budget shortfall discovered recently.
The warning from Texas Education Agency Commissioner Robert Scott came Friday, a day after the Dallas Independent School District board postponed for the second time a vote on Superintendent Michael Hinojosa's rescue plan. The proposal would cut 1,209 positions, including 675 teachers.
Scott said he wants to give the district time to deal with the crisis, but that 'there is a sense of urgency.' He declined to discuss his options, but a TEA spokeswoman said the most likely step would be appointing a financial conservator with the power to overrule the board and superintendent.
'If there is an impasse, if this becomes a protracted discussion and there are ultimate delays, then there's going to have to be some other type of action taken,' Scott said in Saturday's editions of The Dallas Morning News.

Cricket - Former test captains Majid Khan and Zaheer Abbas and present skipper Shoaib Malik will be part of a 15-member committee set up to scrutinise the constitution of the Pakistan Cricket Board (PCB), officials said.

Former test players have been asked to submit any recommendations for improving the country's cricket set-up and constitution to the sports ministry.

'The committee will look at ways to make the cricket board's constitution more democratic as in its present form it doesn't encourage accountability,' law minister Farooq Naek said.

AUSTIN - Four State Board of Education members have recommended to school districts a Bible course curriculum that was at the center of a lawsuit filed by parents against a West Texas school district.
In a letter sent to superintendents and school boards, the four board members said while they were not trying to prescribe the curriculum to be used in an elective Bible course authorized this summer, they wanted to recommend course materials sold by the National Council on Bible Curriculum in Public Schools.
It makes logical sense to select a curriculum that has already been tested and proven within the field, the letter said. It was signed by Republican board members Barbara Cargill of The Woodlands, Cynthia Dunbar of Richmond, Terri Leo of Spring and Gail Lowe of Lampasas

My resignation this week from the Kansas City Board of Education was not a rash decision. I have been considering this option since the removal of our last superintendent, Anthony Amato.
At the urging of a number of concerned citizens and stakeholders, I stayed to attempt to change the dysfunctional nature of the organization and the way we conduct business.
I participated in the formation of the Education Reform Task Force, worked to renew board development workshops through the Missouri School Boards Association and attempted to put together a leadership team that would support establishing procedures to ensure a true policy governance model. It was a long shot, but it was a shot worth taking

The McCain campaign has said that Palin will cooperate with a state Personnel Board investigation instead of the legislative probe, which the campaign has described as being tainted with partisan politics.
Since Gov. Palin was named the Republican [vice] presidential nominee, it comes as little surprise that the Obama supporters leading the legislative investigation would attempt to use the proceedings to the political advantage of their candidate, said Taylor Griffin, a McCain-Palin campaign spokesman.

SACS revoked the 50,000-student district's accreditation effective Sept. 1, saying the board met only one of nine improvement mandates. If the board successfully completes the plan, the school system could have its accreditation reinstated this year in time for seniors to graduate with an accredited diploma.
'It they follow the plan, take ownership of it and show results, they can get it done in one year,' said SACS president and chief executive officer Mark A. Elgart. 'Plans are not revealing on paper. They're revealing in action.'

Months ago, Police Chief Jim Corwin and the KC police board knew about KC's correct sky-high crime numbers for 2007. Police officials are misleading the people of Kansas City by saying they just learned about the facts recently.
I know this for a fact because I talked to Corwin about the issue -- the one that was splashed on the front page of The Star on Wednesday -- way back on July 16.
I asked Corwin about the numbers after reviewing the latest FBI crime statistics for 2007. KC wasn't included.
When I subsequently pored over the data that the police board had been given by Corwin for 2007, they showed a dramatic drop

'He's very solid. He'll do a good job,' said former Alaska Democratic governor Tony Knowles, referring to Tim Petumenos, the lawyer hired earlier this month by the state Personnel Board. The panel asked him to investigate whether Palin ran afoul of state ethics rules in what critics allege was a personal vendetta against her sister's ex-husband, a state trooper.
Knowles was less sanguine about Petumenos' investigation seeing the light of day anytime soon. 'The personnel board would usually take two or three months to take a look at this,' he said. 'Nothing about the complaints are made public until there is a final report, and even that may not be made public.'


The St. Paul school board approved the maximum property tax levy for the 2009-10 school year on Tuesday in the amount of $107 million, a 3.9% increase from 2008-09.
In a presentation to the school board Tuesday night, chief business officer Lois Rockney cited four reasons for the increase in the levy:
The school district's voter-approved levy authority includes an annual inflation increase.
School district property values increased, driven by an increase in commercial properties in the district.
A change in state law provides additional revenue for Early Childhood Family Education programs

ANCHORAGE, Alaska (AP) Less than a week after balking at the Alaska Legislature's investigation into her alleged abuse of power, Gov. Sarah Palin on Monday indicated she will cooperate with a separate probe run by people she can fire.
An attorney for the GOP vice presidential nominee met with an investigator for the state Personnel Board to discuss sharing documents and schedule witness interviews, McCain spokeswoman Meg Stapleton said. Neither she nor McCain spokesman Ed O'Callaghan had further details about the meeting and said they did not know if the governor or her husband would be interviewed.
Palin attorney Thomas Van Flein said in an e-mail that information on who will be interviewed and when will be known on Tuesday. He said additional coordination meetings with the investigator, Anchorage attorney Timothy Petumenos, are likely.
After that, however, Petumenos wants to keep the progress of the investigation confidential and the campaign will not have any further comment, McCain spokesman Taylor Griffin said.
Both the Legislature and the personnel board have hired investigators in separate inquiries of whether Palin abused her power when she fired Public Safety Commissioner Walt Monegan this summer

Yahoo's ( NSDQ: YHOO) newly reconstituted board will meet for the first time next week, giving activist investor Carl Icahn his first chance at seeing the company workings from the inside, reports WSJ. The two other Icahn-supported board members, Frank Biondi and John Chapple, will also be there at the meeting this Tuesday. WSJ says it is not yet clear if Icahn will show up personally



The ongoing probe was based on anonymous tips and was unrelated to the Times story, the sources said.
While investigators had been reviewing the records of LIRR retirees at the Chicago-based retirement board, the Philadelphia office of the retirement board's inspector general and at the MTA, investigators had not moved to seize the records of the Westbury office of the retirement board, for fear of compromising the investigation, the sources said.
Part of the investigation has involved computerizing and organizing the records to identify the retirees who were most abusing the system, sources said.

PHILADELPHIA (Reuters) - Morgan Stanley's board was scheduled to meet on Saturday to weigh strategic options for the investment bank, including a possible takeover by Wachovia Corp or selling a bigger stake to China Investment Corp, sources familiar with the situation said on Saturday.

No deal was seen as imminent and no formal offers were on the table from Wachovia or sovereign wealth fund China Investment Corp (CIC), sources said.

'I don't think he'd bring the sort of talents Kroenke can bring and we are not really looking for any other directors,' Hill-Wood said on Friday after announcing impressive annual turnover of 223 million and 36.7m pre-tax profit.
As for David Dein, who was one of the most influential figures in English football before backing Kroenke at the wrong time and being forced out of Arsenal: 'He didn't do quite as much here as he made out and I think he gave the impression that he was the only person running the place, which wasn't strictly true.' Arsenal believe their current set-up, together with the successful move to a modern 60,000-capacity stadium, offers sufficient long-term financial security without the need for any rich benefactor like Roman Abramovich or a Middle Eastern sheikh

MILWAUKEE - A financial troubling forecast for the state's largest school district has prompted the school board to begin looking into dissolving the Milwaukee Public School system.
The resolution, unexpectedly approved by the board Thursday night, calls for the administration to study state and federal guidelines for abolishing the district and who would be responsible for educating children in Milwaukee.
Superintendent William Andrekopoulos (an-dreh-KOP'-uh-lus) told the board that even with no increase in spending for the current school year, the property tax levy to support schools would go up nearly 10 percent because of a decrease in state aid to MPS.
In recent years, only two small school districts in northern Wisconsin have considered dissolving because of finances, but have not gone through with it.


John B. Adams Jr., vice chairman of the board and the Bank, was selected by the Company's board of directors to assume the chairmanship effective upon Mr. Lawrence's retirement. He has been a director of the Company since 2003 and of the Bank since 2002

American businessman Stan Kroenke has joined the Arsenal board after accepting an invitation to become a non-executive director of the Barclays Premier League club.
The billionaire owner of Kroenke Sports Enterprises holds 12.4% of shares in Arsenal Holdings PLC, and his prospective appointment to the board was widely interpreted as an attempt to stave off a potential takeover from Uzbek oligarch Alisher Usmanov.
Kroenke has not, however, signed up to the 'lockdown' agreement drawn up by board members last year which prevents the trading of shares without the consent of fellow directors.
In a statement released this morning, the board, which is led by club chairman Peter Hill-Wood, claimed Kroenke was fully behind their business model - a thinly-veiled attack on the owner-funded approach that would come with an Usmanov takeover



The agency said it would also push harder for automated train-stopping systems, which federal investigators say would have prevented the Chatsworth collision.
Political pressure increased this week to make the automated safety systems mandatory after California's U.S. Sens. Dianne Feinstein and Barbara Boxer introduced legislation that would require railroad companies to install the systems by 2012 in high-risk areas where passenger and freight trains share tracks, and in all other areas by 2014.
On Wednesday, the Metrolink board of directors unanimously approved a motion to support the Senate bill.
At the utilities commission hearing, commissioners noted that the federal government, which has primary responsibility for rail safety, is still studying the issue of regulating cellphone use by railroad crew members.
'I was astounded to hear that there was no rule,' said Commissioner Dian M. Grueneich.
In 2003, the National Transportation Safety Board urged the Federal Railroad Administration to adopt regulations to control the use of wireless communication devices by railroad employees.
The recommendation came after two crashes a year earlier, including one involving a Metrolink train in Placentia

Putting the blame for a fatal 2005 bus-semitrailer truck crash in Wisconsin on a truck driver who fell asleep, the National Transportation Safety Board on Tuesday urged those who regulate commercial vehicles to find ways to combat driver fatigue with new technology.
The NTSB concluded that Michael J. Kozlowski caused the crash when he fell asleep at the wheel before a bus carrying members of the Chippewa Falls, Wis., high school band crashed into his overturned semitrailer truck on Interstate 94. The finding is contrary to a criminal trial in Hudson, Wis., last year, in which Kozlowski was acquitted of 12 felony and 21 misdemeanor charges.
The report said that bus driver Paul Rasmus, who died in the 2005 crash, was fit and qualified to drive and couldn't have avoided colliding with Kozlowski's overturned semitrailer

In a move to appease hundreds of North Hempstead residents who angrily opposed a recent amendment to the town's accessory apartment law, the town board plans to repeal the measure next week, Supervisor Jon Kaiman said at a public meeting last night.
'The members of the town board, including myself, are going to vote to rescind that amendment,' Kaiman said to a standing ovation. 'There should have been a better process.'
Residents, some waving signs that said, 'Repeal Now' turned out in force last night at New Hyde Park Memorial High School to speak out about the controversial amendment, which removed the blood relationship rule from the town's accessory apartment law. The change allows up to three people to live in an apartment in the home of someone to whom they are not related.
'You've done the right thing. You've made the town happy,' Gary De Trano, 63, of New Hyde Park said of the repeal

The Bellevue School Board unanimously approved its new three-year contract with the teachers union at its Tuesday night meeting.
The new contract agreement, which gives teachers a 5 percent raise and more flexibility in adapting standardized lessons, came after a nine-day strike.
District spokeswoman Ann Oxrieder said the overriding emotion among the five-member board was one of relief.
'We heard an opening-day [of school] report,' she said. 'People talked about the mood, and it's been positive.'

NEW YORK - Tenant groups in New York City have filed a lawsuit against the Rent Guidelines Board, which regulates how much landlords can charge for rent-stabilized apartments.
The lawsuit alleges that the board exceeded its authority when it approved a supplemental rent increase this year for those who have lived in their units for six years or more.
The lawsuit says that the supplement rent hike allows landlords to raise rents on some tenants above the 4.5 percent and 8.5 percent increases the board authorized this year.
Board Chairman Marvin Markus says the board has successfully faced down various lawsuits over its guidelines. He says the board expects to win

The Jacksonville, Fla., railroad operator confirmed Monday that it will seat
Christopher Hohn, managing partner of The Children's Investment Fund Management LLP, or TCI, and
Timothy O'Toole, managing director of London Underground Ltd. and one of a slate of board candidates put forward by TCI and 3G Capital Partners LP.
Hohn and O'Toole will be seated when the company reconvenes its annual meeting on Sept



NORTHAMPTON | Galen Clemons, 18, said during his time at the Northampton Area School District, he has learned achieving goals requires hard work.
'If hard work gets me to where I want to go, how is going on strike an answer?' the high school senior asked the school board Monday. 'What kind of example is being presented if the adults cannot sit down together and come to an agreement?'
On the heels of negotiations that could lead to a teachers' strike, more than 150 members of the Northampton Area School District community packed the high school's cafeteria Monday, several of whom implored both sides to come to an agreement that would prevent the schools from closing.

School officials and the teachers union will return to the bargaining table Wednesday. If an agreement isn't reached, union officials have said they will give the district a deadline to set up a contract or it will strike

NYRA is waiting for Gov. David Paterson, Senate Majority Leader Dean Skelos (R-Rockville Centre) and Assembly Speaker Sheldon Silver (D-Manhattan) to agree on who will operate new video lottery terminals at Aqueduct. NYRA will pocket 4 percent of gross revenue from those operations, once they open.
NYRA getting out of bankruptcy certainly was not something that needed to happen, but now that it has happened, it brings more clarity to the situation, said Morgan Hook, a spokesman for Paterson. Hook said Paterson hopes he, Skelos and Silver can reach agreement on a lottery terminal operator in a couple of weeks

As Lehmans stock continued to spiral downward to close on Friday at $3.60a level the company has not seen for over a decade-- more investors started to ask the question that always seems to pop up when a company is on the brink: Where is the board of directors who were supposed to be guarding our interests?
As usual, the answer appears to be: supporting the companys CEO, instead of pushing him to make difficult decisions before the firms back is against the wall. Thats one reason whyunlike other financial firms like Merrill Lynch, Washington Mutual, and AIG that have tossed out their CEOs - Lehmans CEO Dick Fuld remains four months after giving the firms president and chief financial officer the boot on June 12. On Sept. 10, Fuld said the board has been wonderfully supportive in a conference call.
The writing has been on the wall that the board would behave this way for some time now. Veteran corporate governance researcher The Corporate Library gave Lehman a D and rated Lehmans governance risk high in March after examining its annual proxy statement

Christine A. Poon also serves as worldwide chairman of the drug maker's pharmaceuticals division. She plans to retire on March 1 after more than two decades in the industry.

TLANTA -- Georgia's parole board on Friday denied clemency for a man set to be put to death for killing a police officer, even though seven of the nine witnesses who testified against him have since changed their stories.
Troy Anthony Davis, 38, is set to be executed at 7 p.m. Sept. 23 at a prison in Jackson, Ga. The Supreme Court is scheduled to hear Davis' appeal Sept. 29.

HOUSTON: People along the Texas coast rushed to board up their houses and move inland Thursday as Hurricane Ike, a mammoth storm 500-miles across with 100-mile-per-hour winds at its center, churned across the Gulf of Mexico towardsthem.
The authorities ordered hundreds of thousands of people to evacuate low-lying areas from the Louisiana border to Corpus Christi. Traffic was building up on highways leading from the coast; some gas stations ran out offuel.
Forecasters were predicting on Thursday night that Hurricane Ike would make landfall late Friday or before dawn on Saturday between the central Texas coast and southwestern Louisiana. Already whipping up 50-foot waves at sea, the storm is predicted to cause a surge of seawater in Galveston and Houston that could reach 20 feet above the normal tide, enough to submerge low-lying coastalareas.
