'We have had a record number of people register to vote ... If that's increasing the number of times the Social Security Administration is having to check numbers that's an excellent problem to have, and it means more people are involved in democracy,' Chapman said.
Because of the letter, Chapman said she is asking voter registrars to first check drivers' licenses whenever possible.
Gary Bartlett, director of North Carolina's State Board of Elections, said the Social Security Administration was questioning why the state has had almost 400,000 social security validations for the year. But the state also has had some 700,000 voter registrations ahead of Friday's deadline.
While drivers' license are used to verify many voters, Bartlett said North Carolina's large military and college communities could be registering with out-of-state licenses

Police who searched Morleys house later found six pieces of seasoned, cooked human flesh on a chopping board, while a further piece of flesh, which appeared to have been chewed, was found in a bin bag, the jury was told.
Yesterday, Shaun Wood, who was in a relationship with Morley for about six years, told the court the chef once attacked him after a disagreement about money.
Wood said Morley was giving him dirty looks after he asked him to return money he had borrowed and when he asked him why, he told him to shut up before calling him a silly poof

OMPANO BEACH, Fla. -- Broward Sheriffs Office detectives have released a sketch of a man who robbed a homeless man, stealing his money and his wheelchair.
Richard Denise, 64, was sleeping behind a Bank of America in Pompano Beach last Tuesday night when a man attacked him, threatening his life and beating him with a wooden board when he failed to give him his money.
Denise was dragged toward the drive-up automatic teller machine, where he was found by a bank customer, bruised, beaten and bleeding from a gash above his eyebrow. The man also stole Denises wheelchair, which he has needed since suffering severe injuries in Vietnam

The board of market research firm TNS (Taylor Nelson Sofres) has advised its shareholders to accept a 1.14 billion ($2 billion) takeover bid from Martin Sorrell's WPP.
TNS rebuffed no less than four offers from WPP since the beginning of the year, but has now backed down after claims from WPP that over 60 percent of its shareholders would agree to a hostile cash and shares offer.
In a statement released yesterday, TNS said that its board 'now recommends that shareholders accept the WPP offer,' citing advice from Deutsche Bank, JPMorgan Cazenove and Moelis & Company. It added, however, that it still believed the offer undervalued the business, but that it did not want TNS investors left with a minority interest in what would likely become an unlisted company

POMPANO BEACH - The Broward Sheriff's Office has released a sketch of a man suspected of stealing a wheelchair and cash from a disabled homeless man.
The suspect is accused of using a board to beat Richard Denise, 64, as he slept behind a Bank of America branch at 900 W. Sample Road on Sept. 30.
Deputies say the man they're looking for is 45 to 50 years old, about 5 feet 11 inches to 6 feet tall, with medium length blond hair that may be slicked back.
He may also have a tattoo on his right arm, is clean-shaven and speaks with a New York accent.

AMD hives off plants and debt in Abu Dhabi joint venture

Advanced Micro Devices, the chip-maker struggling to erode the dominance of rival Intel, has teamed up with the Advanced Technology Investment Company of Abu Dhabi to form a semi-conductor manufacturing company.
The new company, currently referred to by the temporary name 'The Foundry Company', will build a new state of the art manufacturing facility in New York and will expand Advanced Micro Devices' (AMD) manufacturing facilities in Dresden, Germany.
AMD will contribute its manufacturing facilities to the Foundry Company, as well as related assets and intellectual property rights, while the Advanced Technology Investment Company (ATIC) will pump in $1.4bn into the new company.
ATIC, a government sponsored investment agency, has committed additional equity funding to The Foundry Company of a minimum of $3.6bn and a maximum of $6.0bn over the next five years to fund the expansion of The Foundry Company's chip-making capacity beyond the manufacturing facilities initially contributed by AMD.
ATIC will also pay $0.7bn to AMD which the chipmaker will use to buy shares in the Foundry Company. ATIC will own 55.6% of the newly formed company's common stock and AMD will own the remainder. Both companies will be equally represented on the board.
The Foundry Company will take on $1.2bn of AMD's existing debt.
AMD announced that the Mubadala Development company has increased its stake in AMD to 19.9%.

Bioengineers and physicists at the University of California San Diego, in a paper published in the current issue of the Proceedings of the National Academy of Sciences, have begun to address these fundamental questions.
The UC San Diego scientists focused their research on dense colonies of the rod-shaped bacteria Escherichia coli. By analysing the spatial organisation of the bacteria in a microfluidic chemostat - a kind of mini-circuit board for liquids rather than electrons - they found that growth and expansion of a dense colony of cells leads to a dynamic change from relative disorder to a remarkable re-orientation and alignment of the rod-like cells.
That finding, described in their paper 'Biomechanical Ordering of Dense Cell Populations,' allowed them to develop a model of collective cell dynamics, and to use this model to 'elucidate the mechanism of cell ordering, and quantify the relationship between the dynamics of cell proliferation and the spatial structure of the population.'
One of the authors, Lev S. Tsimring, at UC San Diego's Institute of Nonlinear Science, explained the bioengineers' use of bacteria to study the biomechanical ordering of cells.

DENVER, Oct. 6 /PRNewswire/ -- Frontier Airlines Holdings, Inc. (OTC Bulletin Board: FRNTQ) today announced increases in passenger yield, passenger revenue per seat mile and passenger load factor compared to the same period in 2007. These increases were reported in the company's preliminary traffic results for September 2008 for both Frontier's mainline operation as well as its wholly-owned subsidiary, Lynx Aviation. Mainline Results: For September 2008, Frontier reported passenger yield of 10.60 cents, an 8.3 percent increase from the same period last year. Its passenger revenue per available seat mile was 8.78 cents, up 1.15 cents or 15.1 percent from September 2007. The airline carried 799,233 passengers, a 2.9 percent decrease from September 2007. For the month of September 2008, the airline's average length of haul decreased 5.5 percent to 891 miles, compared to the same period last year


alermo, 7 Oct. (AKI) - Italian tax police on Tuesday rescued a boat with over 120 illegal immigrants on board which was adrift off the southern island of Lampedusa.
The illegal immigrants, who included many women and children, were transferred to an Italian tax police vessel and taken to Lampedusa for identification and health checks.
Almost 20,000 illegal immigrants have landed on Lampedusa so far this year - twice the number that arrived over the same period of 2007, according to the International Organisation for Migration (IOM).
The number of illegal migrants heading for southern Mediterranean countries such as Italy aboard people traffickers' boats surges during the warmer months from April to October.

That amount may purchase two defibrillators and some accessories, including batteries and electrode patches, district clerk Eda Taylor said. The district's current defibrillators cost about 1,500 each.Although Taylor is listed as a contact on Valentine's fliers, the school district is not sponsoring the fundraiser, Taylor said.The district has to get school board approval for fundraisers, she explained. And while the district can accept donations, it also must seek official board acceptance for donations totaling more than 1,000.Taylor may not be able to order a defibrillator until after the school board's next meeting. Ayers and his wife, fellow Weather Underground member Bernadine Dorhn, participated in some of the early bombings; charges against them were dropped in 1974. The couple remained in hiding until 1980, when they turned themselves in to authorities. Dorhn is now a Clinical Associate Professor of Law at Northwestern University while Ayers teaches education at University of Illinois at Chicago. As for Ayers and Obama, the two men lived three blocks away from each other in Chicago and served on a local charity board during the mid-to-late 1990s. When Obama first ran for Illinois state senator in 1995, he attended a campaign event at Ayers' house. In 2001 Ayers donated $200 to Obama's state senator re-election campaign. By the time the two men met, Ayers' days as a Weatherman had long passed. The wind had blown him another way.

NEW YORK (Reuters) - U.S. shoppers worried by shrinking bank and retirement accounts tamped down spending across the board in September as the country's financial crisis worsened, MasterCard Advisors said in a report on Tuesday.
Not one spending category posted positive gains over last year, according to the report by SpendingPulse, the retail data service of MasterCard Advisors.
Overall September apparel sales fell 5.5 percent from a year ago, with women's apparel down 9.1 percent

The Board of Directors of D-Link (India) has approved the proposal of restructuring the business of the company by a 'Scheme of Arrangement' at its Board meeting held recently.
Under this Scheme, D-Link India will take care of sales and marketing of active networking products, while the residual business of structured cabling systems, R R design and development, manufacturing, marketing and sales of branded Digi-Link Passive Structured Cabling Systems and provide nationwide service and support for networking products.
The demerger is subject to the customary approvals of shareholders, creditors and other approvals.

GREENVILLE, Maine, Oct. 6 (UPI) -- A Greenville, Maine, restaurant owner said he has canceled a free sandwich promotion for people who jump nude into Moosehead Lake.
Leigh Turner, owner of the Black Frog Restaurant, said he decided to cancel the free Skinny Dip sandwich promotion Thursday after the Board of Selectmen denied his application to renew his liquor license, the Bangor (Maine) Daily News reported Monday.
Turner said members of the board told him they'd be willing to grant his renewal request if he canceled the promotion because it encouraged nudity from patrons.
However, Town Manager John Simko said he contacted the selectmen after Turner called town officials to say the promotion had been discontinued, and the consensus among the officials was to let the ruling stand

Mountain View-based Google (NASDAQ: GOOG) agreed to delay the deal three months so that U.S. regulators could study its implications more closely.
This summer, Yahoo (NASDAQ: YHOO) and Google announced the agreement, saying they would put Google advertisements next to some Yahoo search results and split the revenue.
Redmond, Wash.-based Microsoft Corp. (NASDAQ: MSFT) had also objected to the deal, saying its two rivals together controlled 80 percent of the market for search-related ads in the United States. Microsoft tried to buy Yahoo earlier this year, but was fended off. Activist investor Carl Icahn and two other directors were added to Yahoo s board of directors as part of the fallout.

Segall told members of the Opelika-Auburn News Editorial Board Monday that Alabama can create jobs and boost its economy by investing in basic infrastructure.
The number of jobs in east Alabama is a major concern to the Democratic candidate for the Congressional seat in Alabama's Third District. He told the editorial board Monday that the area has lost 20,000 jobs in the six years Republican Mike Rogers has been in office.
Rogers, who will visit with the Opelika-Auburn News Editorial Board Oct. 15, serves on the House committees for armed services, agriculture and homeland security


At the fifth grade level, 83 percent scored advanced in math.
Over the past five years, the school's proficiency percentage in both math and reading has doubled, increasing from around 40 percent in 2002 to more than 80 percent this year.
The teachers behind the award include Margaret Janidlo, kindergarten; Dottie Bailey, first grade; Linda Lewis, second grade; Melody Fiscus, third grade; DeAnna Mahle, fourth grade; head teacher Sandy Koziara, fifth grade; and Dave Smith, sixth grade.
The team also includes Judy Shay, Title I reading; Dixie Bontz, Title I math; and Mary Walentosky, learning support; principal James Ruby; and secretary Sandy Kendrick.
Recently retired teachers who were also on board during the effort to improve test scores include former kindergarten teacher Pam Simms, fourth-grade teacher Shawnie Novak and sixth-grade teacher Diana Miller.

At 9:00 a.m. December palm oil futures KPOZ8 on Bursa Malaysia Derivatives Exchange rose 1.92 percent to 1,855 ringgit a tonne.

Prices of November soybean futures SX8 on Chicago Board of Trade were up 1.08 percent at $9.32 a bushel during electronic trade after falling 70 cents to $9.22 a bushel late on Monday.

Soybean November futures NSBX8 on National Commodity and Derivatives Exchange fell 3.29 percent to 1,691 rupees per 100 kg on Monday.

MINNEAPOLIS
Fairview Health Services is the latest Twin Cities area health-care provider to announce job cuts.
The owner of the University of Minnesota Medical Center, Fairview Southdale Hospital and other Twin Cities medical facilities says it is laying off 150 to 200 employees. The job cuts are across the board and will occur through October.
The reductions represent less than 1 percent of the workforce. Fairview also is cutting overtime and delaying some maintenance projects

The vandalism probably occurred Sunday and was discovered Monday by a resident taking a walk.
Deputy Corey McCarthy says five of the knocked down stones were cracked.

The Australian dollar has lost 10 per cent of its value against the US dollar since Friday, when it closed the local session at $US0.7799/05.
Mr Milton said the unit was likely to face further pressure Tuesday afternoon, following the Reserve Bank of Australia's (RBA) monthly board meeting and interest rate decision.
Mr Milton said he expected the Australian dollar to revisit Tuesday morning's low of $US0.7000 if the RBA announces a 50 basis point cut at 1430 AEDT.
Macquarie Group interest rate strategist Rory Robertson expects the RBA to cut the cash rate by 50 basis points Tuesday afternoon and repeat the move after its November board meeting

Navy spokeswoman says the crew on a hijacked Ukrainian cargo ship laden with tanks and heavy weaponry are, by all indications, in good health.

Lt. Stephanie Murdock, a 5th Fleet spokeswoman in Bahrain, said Monday that American officials are in contact with the master of the MV Faina which is being held by pirates off the coast of Somalia. The vessel was seized by pirates late last month with 21 crew on board.
'From all indications, everything is fine with the crew members on board,' Murdock told The Associated Press.
One Russian crew member has reportedly died, apparently of illness

In July, Gov. Paterson signed legislation that enabled the Board of Parole to discharge anyone from parole supervision where deemed to be in the best interests of society. Making such discharges had been a function of the board since 1930, until the law was changed in 1998 under then-Gov. George Pataki. In the amended provision, people on parole for at least three years can apply for an early discharge. Though he applied for release soon after the law was enacted, Harrigan says he has yet to learn whether his application has been approved. Concerned that his status wont change in time to register to vote in the upcoming election, Harrigan wrote a letter about his plight to the New York Times, which was published in late September


With a new school year underway, an effort to increase the accountability of public school safety agents is gathering momentum among lawmakers but hitting resistance from the agents union as well as the city budget crunch that could mean a lack of funding for implementation.
The Student Safety Act, introduced into City Council last month by Councilman Robert Jackson, chairman of the Education Committee, mandates quarterly reporting of school crime and safety infractions to City Council. It also requires that complaints about school safety agents and their actions be directed to the Civilian Complaint Review Board (CCRB), the independent agency that evaluates complaints against police officers. The bill has 24 cosponsors, as well as the endorsement of a 15-member coalition of community groups, including Advocates for Children, the Correctional Association of New York, the NAACP Legal Defense Fund, and Make the Road New York.
Though the bill was introduced Aug. 14 with a near-majority of Council sponsors, and few would argue against the concept of increasing school safety and accountability, neither the Department of Education (DOE) nor the NYPD has come out in favor of the move and some lawmakers often linked with education and safety issues also are silent on the issue.
School safety agents are employed by the police department but are meant to be under the daily direction of principals and other leadership in the schools where they are assigned

But one tiny group of citizens is getting heard: the business people who quietly encouraged the mayor to run again and are now loudly calling on the City Council to let him.
And these aren't small businesspeople. In an Open Letter published in daily newspapers last Thursday, 30 signatories representing the highest echelons of investment banking, corporate law, private equity, real estate, credit card, lobbying and other industries called on the Council to 'extend term limits in order to give New Yorkers the opportunity for whomever they think can do the best job during these tough economic times, including our current mayor.'
Their emergence comes amid continuing media coverage of how one well-heeled voter, cosmetics heir Ronald Lauder who funded the 1993 campaign to enact term limits feels about the mayor's proposal. Lauder supports only a one-time extension for the Bloomberg mayoralty, putting him at odds with Bloomberg's own proposal to change the law to extend term limits to 12 years for all offices going forward

He should be in Washington and in Albany asking for more money for public housing,' said Theo Moore, lead organizer for FUREE, Families United for Racial and Economic Equality, in Fort Greene, Brooklyn.
'I think the Council and the mayor are abusing their powers. If we voted and said something, there's no need to revisit it,' says Moore. 'Every City Council person who votes for this will have a target on their back. When you go against the will of the people, you don't deserve to keep your job.'
Yvonne Shields, 62, is a resident of public housing Highbridge Gardens in the Bronx and a board member of the grassroots antipoverty group Community Voices Heard. 'The things that affect me most have not been a high priority on his list,' Shields says.
As to whether he found anything to praise in the Bloomberg administration, Moore said, 'I think 311 is great! But other than that, no.'

'The lack of civilization of dialog has led some powers to adopt pressure means instead of logic,' the letter said, adding that 'Iran's proposal of disarmament and Non-Proliferation is not pleasing for the powers who have been generating such arms for years.'
On June 14, Solana handed an offer of incentives to the Iranian authorities on behalf of the six nations during his visit to Tehran in a bid to persuade Iran to halt uranium enrichment.
Iranian Foreign Minister Manouchehr Mottaki said recently that Iran is working with Solana for further talks on the country's nuclear program.
Earlier on Monday, Iranian Foreign Ministry Spokesman Hassan Qashqavi expressed that the country has no reason to stop uranium enrichment as there is no guarantee that the West would meet the country's demand on nuclear fuel.
The remarks came after Ali Asghar Soltanieh, Iran's ambassador to the International Atomic Energy Agency (IAEA), reportedly said last week that Iran would consider stopping sensitive uranium enrichment if guaranteed a supply of nuclear fuel from abroad.
Recently, the UN Security Council unanimously adopted Resolution 1835 to reaffirm its previous resolutions on Iran and demand full compliance from the Islamic Republic.
It called on Iran, which till now has been under three UN sanctions over its disputed nuclear program, 'to comply fully and without delay with its obligations' and to meet the requirements of the IAEA Board of Governors, but without new sanctions.

Stocks fell around the world yesterday as the U.S. Congress's approval of the $700 billion U.S. financial bailout on Oct. 3 failed to restore investor confidence. The Standard - Poor's 500 Index extended its worst weekly slump since 2001, while the MSCI Emerging Markets Index headed for its biggest loss in at least two decades and exchanges in Russia and Brazil halted trading.
This is just pure capitulation and risk aversion across the board,'' said Derek Halpenny, European head of global currency research at Bank of Tokyo-Mitsubishi Ltd. in London. The worst-case scenario last week was for the bill going through but markets failing to respond. We pretty much got the worst-case scenario.''

Foodmaker Kraft Foods Inc. said Monday it is cutting 400 jobs in North America to reduce costs.
Kraft spokeswoman Renee Zahery said the layoffs will represent a cut of about 1 percent in the company's North American work force.
Zahery said the layoffs will take place across the board in all areas but will mainly affect employees in its Chicago; Madison, Wisconsin; Tarrytown, New York; East Hanover, New Jersey; and Toronto, Canada offices.
The nation's largest food and beverage maker is in the middle of a three-year transformation that aims to improve sales and profits by lowering costs, launching new products and boosting marketing. The company has also said it hopes to deliver cost savings of $1 billion a year as part of a separate restructuring plan.
Zahery said economic conditions required the company to 'be cost-conscious day in and day out.'
'We looked at eliminating jobs as a last resort,' she said.
She added that all affected employees will be informed by Friday

Business NZ chief executive Phil O'Reilly says the increases will not only affect employers. Motorists and employees will also suffer, with motorists facing a 60 per cent increase in ACC levies and employees a 43 per cent increase.
'It's unacceptable for the Government to keep increasing costs to the business sector, particularly during the current recession and when most employers have little option but to accept ACC levy increases, given that ACC is a state-run monopoly.'
The ACC Board will analyse submissions and make final recommendations to Government on the proposed levies before Cabinet finalises its decisions -likely to be late December.
