League sources said the commission could rule that one positive test would be enough to send Cousins to the tribunal where he would face an 18-match suspension. It might also rule that any adverse hair test - to be used from next season for statistical evidence only - would be considered a positive result. It might also rule that Cousins be tested weekly or even more frequently.
The immediate result of an unsympathetic AFL commission ruling would see clubs back off drafting Cousins because he simply would not be worth the risk. It is unlikely any board would survive the wrath of membership and supporters if it wasted a high draft pick and money on a player whose future was so volatile.
This is no easy task. The AFL must be seen to be compassionate yet determined that the horror of Cousins's public disintegration in 2007 not be revisited on the competition
